Responsible for the development of partnerships, initiatives, project management and delivery of a range of affordable housing development projects and programmes.

Provide advice to the Council about the funding and regulatory frameworks within which Registered Providers operate and can work with the Council to enable the provision of new and renewed affordable housing within the Borough.

Summary of main duties and responsibilities

  1. Responsible for managing the strategic enabling role working with other Divisions, Directorates, Registered Providers, and the GLA to maximise the supply of new housing in the borough.
  1. Identify, develop and project manage new initiatives for the delivery of new and replacement affordable housing including the use of Right to Buy receipts.
  1. Prepare bids, option appraisals, project delivery plans, risk assessments and monitoring reports including statistical returns to government.
  1. Manage a portfolio of affordable housing development schemes from inception to practical completion and ensure take up of grant funding.
  1. Write, negotiate and complete tender documents, project specifications, funding agreements and development briefs and take part in tendering processes for the procurement of Registered Providers and Developer partners.
  1. Procure housing services from voluntary sector organisations including preparing specifications and service agreements, negotiating terms and monitoring performance.
  1. Identify surplus housing property and land for disposal or renewal and/ or e-development. Establish costs and values, commission and/or carry out option appraisals, make recommendations and secure necessary approvals.
  1. Develop and implement consultation exercises with tenants, residents and stakeholders relating to the work of the unit, including the preparation of written material in Plain English, organizing surveys and presenting at public meetings.

  1. Provide specialist housing advice on behalf of the Directorate in the preparation of Council strategies and partnerships, regeneration, development and planning frameworks and policies, for example the Local Development Framework.
  1. Coordinate responses to changes in legislation and guidance affecting the delivery of affordable homes and the work of the Division.
  1. Respond on behalf of the Directorate to statutory planning consultation on planning applications.
  1. Draft S106 Agreements and assist the Planning service in the negotiation of affordable housing. Attend meetings with Planners, developers and Registered Providers as required.

Performance monitoring

  1. Carry out performance monitoring of Registered Providers in accordance with current best practice.

  1. Monitor performance and spend of Registered Providers and other housing service providers, identify non-compliance against agreed standards and timescales and negotiate improvements as appropriate.
  1. Manage and maintain information relating to work activities and specific projects, ensuring that the Head of Service and other staff are updated with progress.
  1. Manage budgets and expenditure programmes relating to the work of the team including the development and review of expenditure profiles and monitoring reports.

Partnerships / relationships

  1. Develop and maintain effective liaison and positive working relations with elected members, with relevant staff across the department, within other directorates of the Council and with external partner agencies and organisations.

  1. Represent the Council at meetings with external funding agencies, partner agencies, regional bodies and to attend Council committees and related meetings.


  1. Supervise staff as and when required.
